Another reason ignorance is bliss

So I happened to pick up the PennySaver this week and one of the ads startled me a bit:

WANTED: Diabetic test strips. Any brand. Cash paid up to $10/box. Call Wayne.

I struggled for a few minutes trying to think of a possible explanation for this ad that wasn’t disturbing, but failed miserably. I welcome any outside opinion on this, particularly from anyone with experience in black-market diabetic testing equipment.
