Glad I was able to find this information. A client does not allow there users to install but there users kept getting the update notification on login. The notification was getting to be an annoyance for there users. I deployed this with GPO and everything is resolved. Thank You.

Hey guys, how about looking in your Control Panel and investigate the Java config just a little… you can turn it off by simply uncheck a box. No regedit needed.
